Upon review of my steps taken so far I notice that the above webpage (where I got SetupProd_OffScrub.exe) only mentions "Office 365 Office 2019 Office 2016 Office 2013". I created a new Windows user on another system running MS-Office 2019 and was able to easily connect to exchange server.
