Upon review of my steps taken so far I notice that the above webpage (where I got SetupProd_OffScrub.exe) only mentions "Office 365 Office 2019 Office 2016 Office 2013". I created a new Windows user on another system running MS-Office 2019 and was able to easily connect to exchange server. We then purchased and installed MS-Office 2019 but Outlook still presents the same error when trying to connect to Exchange server. The following steps show the recommended approach for running the uninstall tool: Step 1 - Display installed.

Outlook 2003, Word, Excel, Access were from other years. A computer system used to have several versions of MS-Office installed (including 2003, 2007, 2010). If that doesnt work, You may have to download WINDOWS CLEANUP UTILITY and give it to a go to remove old uninstalled files.I'm not sure which forum to post my question.
